With Jetpack plugin you can connect your self hosted wordpress blog with Wordpress.com account. It beneficially gives you privilege to check your visitor statistics which is eventually the main reason to add it on your blog. However, Jetpack requires xmlrpc file to make a bridge between both wordpress. The error I've mentioned in the title is due that your xmlrpc file is anyhow not able to accessed by Jetpack.

Open Plugins section from your wordpress dashboard and look for the security related plugin, in most cases it might All in One WP Security or Disable XML-RPC Pingback, both plugins make changes to your .htaccess file so you need to deactivate it for the once.
